		<description><![CDATA[That&#039;s an excellent point. The community board really is the best group to implement such a program. I suspect the quality of life would improve overnight. However,now that I&#039;m thinking about, I can visualize abuse though. I could foresee some permits being sold to the highest bidder, especially for folks who don&#039;t live in the community, so the program would have to have a very good enforcement aspect via the local precinct and traffic enforcement folks.]]></description>

If the boards can get the street cleanings regulations changed, they should also be instrumental in issuing local parking permits. It has been done in some sections of Bklyn.]]></description>

		<description><![CDATA[Residential Parking permits is a program whose time has come. Even here in Harlem. It seems that there are effing yellow cabs everywhere on our block and elsewhere. And many folks park over here then hop on the train to downtown. This pisses me off to no end.]]></description>
