Have you noticed that “Operation Impact” Officers are being placed in areas that are or has been Gentrified and are for the protection of the new neighborhood residents.
Crime is Opportunistic so how can there be a decline, the real reduction is in how the Police now reclassify certain crimes from Felonies to Misdemeanor’s and that is how the “Stats” become lower.
