The Scoop: Crime is Way Down, Harlem or the Bronx and Jacob Lawrence

The City kickstarts this year’s Operation Impact (a crime reduction program), by holding a press conference at Harlem’s 28th precinct, an area with three homicides this year as opposed to over 100 homicides in previous years.
