Note: Currently, for those who were born in NY State, outside of the Five Boroughs birth certificates are free. If you were born within the Five boroughs, you have to pay the 15 dollar fee. Why, when we know that most incarcerated are from the inner city’s boroughs.

December 11, 2007New Yorkers leaving prison would be granted free birth certificates upon request under legislation the City Council is expected to vote on today.
