The Victoria Theater, built in 1917, has long played second fiddle to its more famous neighbor, The Apollo Theater, but it is getting its own shine now. NYCHA intends to lease 17 East Harlem properties to private developers. The plan is to create over 300 units of affordable housing. Some oppose privatization altogether.
