Back in April the buzz in Harlem was about the lack of new restaurants. Part of the problem had to do with owners securing liquor licenses. There were a few loopholes that allowed some the newest additions to serve liquor in spite of being within close proximity to schools and churches. Some may have even allowed patrons to B.Y.O.B on the downlow.
